Carmel Lawmaker in Front Line on Health New York Times
A lawyer, Mr. Monning has taught classes on negotiation at the Monterey Institute of International Studies. He has worked with doctors shuttling medical supplies to war-torn El Salvador. And his wife is a physician who has spent her career caring for people without insurance.
“It’s been an interesting trajectory getting here,” Mr. Monning said last week.
Mr. Monning, who is from Carmel, represents a district that stretches from Santa Cruz to Morgan Hill. He takes over the Health Committee just as California prepares to put into effect the first pieces of the federal health care overhaul passed by Congress last month.
At the same time, he will be near the front lines as he and his fellow Democrats fight to preserve publicly financed health programs that Gov. Arnold Schwarzenegger has proposed to trim or eliminate to help erase a persistent multibillion-dollar deficit.
Mr. Monning’s expertise in international relations and negotiations would seem to serve him well in a legislative body that is as polarized as any this side of Baghdad.
